Bogotano born in 1967, Ortega is an economist at the University of the Andes, Master in Finance, Economics and Mathematics from Yale University and a Ph.D. candidate in Economic Development at the same university. He is the son of Francisco Ortega, former manager of the Bank of the Republic for 30 years.
He worked with Andrés Pastrana as Economic Counsellor of the Presidency of the Republic between 2000 and 2002. In addition, he served as Director General Fogafin and Deputy Minister of Finance under President Uribe and advisor to the Inter-American Development Bank. Previously, he was chief economist of BBVA Colombia and director of the Department of Economic Studies National Planning Department, when the general manager of that entity was Jaime Ruiz.
